Aruba Court Suspends Minister Decision, Allows Hoo to Return

A recent Aruba court suspends minister decision has overturned a decision by the Minister of Justice, allowing Immigration Director Hoo to return to his position.

The Court of Justice for government employees issued its ruling Monday morning, suspending the minister’s decision that had prohibited Hoo from entering Immigration offices or its premises. The restriction, originally imposed on January 8, 2026, had been extended on February 18 for an additional six weeks.

Hoo, who has served as Director of Immigration Aruba since January 2024, had already challenged previous actions taken against him. Earlier court decisions had allowed him to resume his duties while legal proceedings continued.

The dispute stems from tensions between the Minister of Justice and Hoo, including concerns raised about his management style, alleged inappropriate communications, and suspicions related to administrative and system-related matters.

However, in this latest Aruba Immigration Director court ruling, the judge emphasized that any disciplinary action must be supported by clear and concrete reasons. The court found that the minister failed to provide sufficient justification for the continued suspension or demonstrate how Hoo’s presence would interfere with ongoing investigations.

During the hearing, the judge also questioned the lack of detailed evidence presented by the minister’s legal team. The ruling noted that the situation appeared to resemble a “fishing expedition,” suggesting an attempt to find grounds for dismissal without proper substantiation.

Hoo’s legal representative argued that the actions taken against him were unfair and potentially politically motivated. The defense also rejected allegations related to system manipulation and financial misconduct.

As a result of the ruling, the court has once again suspended the minister’s decision until a final judgment is made regarding the case.

This means that, for now, Hoo is permitted to return to his role as Director of Immigration, as the legal process continues.
