Aruba Justice Minister Arthur Dowers attended the opening of the first permanent Council of Europe UN office in New York during the United Nations’ High-Level Week.

According to 24ora, the official opening took place September 21 and brought together senior representatives and invited guests. Dowers met Council of Europe Secretary General Alain Berset, who has held that position since September 2024.
The new permanent presence in New York is intended to strengthen dialogue and cooperation between the Council of Europe, the United Nations, international organizations and partner countries. Reported areas of emphasis include human rights, democracy and the rule of law.
Aruba representatives attend New York event
Dowers attended with Aruba’s minister plenipotentiary in Washington, Zulema Dabian-Erasmus, and Juri Nicolaas, director of the Department of Foreign Relations. He also met Cardinal Pietro Parolin, the Holy See’s secretary of state, during the opening.
The minister’s participation formed part of Aruba’s presence in the Kingdom of the Netherlands delegation during the UN General Assembly’s High-Level Week and gave its representatives an opportunity to maintain international contacts.
