On Tuesday morning, Minister of Justice, Integration, Public Transport, and Energy, Mr. drs. Arthur Dowers, held a press conference to provide updates regarding DIMAS and the management of the “Hunto pa Progreso” program.
Following the conclusion of “Hunto pa Progreso” in December 2025, DIMAS continued processing pending requests and monitoring results. The final phase provided approximately 1,500 individuals with temporary permits valid for a maximum of one year. Minister Dowers noted that while many participants utilized Phase 4 to regularize their status and contribute legally to the economy, a group failed to meet the responsibilities tied to their permits.
The Minister clarified that the temporary permits were designed as a transition to complete regularization rather than a permanent solution. Individuals who do not secure an employer during the permitted period will not qualify to continue the process or renew a permit in the future.
Furthermore, the Minister expressed concern over cases where employees perform different jobs than those specified in their permit applications. He stated that such actions damage the system’s credibility and affect the government’s ability to assess real market needs.
