THE HAGUE / ORANJESTAD – Former Aruba Minister Plenipotentiary Guilfred F. Besaril has lost his final appeal before the Supreme Court (Court of Cassation), making his conviction in the Tulipan corruption case final.
The case involves the misappropriation of public funds at the Aruba House in the Netherlands. On June 13 last year, the Court of First Instance found Besaril guilty of embezzlement and abuse of office, sentencing him to 20 months in prison, with 10 months suspended, and imposing a three-year probation period.
Under the law, Besaril had two weeks to appeal the ruling. However, his appeal was filed after the legal deadline. As a result, the Joint Court of Justice declared the appeal inadmissible in October 2025.
The Supreme Court has now upheld that decision, meaning the conviction is irrevocable. Besaril must serve the prison sentence ordered by the court and repay Afl. 138,688 to the Country of Aruba under a confiscation order.
