Aruba Responsible Pet Ownership Campaign Targets Abandonment and Suffering

ORANJESTAD, Aruba — The Aruba Responsible Pet Ownership campaign is preparing to introduce a new approach to animal welfare aimed at preventing abandonment, reducing the number of stray animals and creating safer communities for people and pets.

The Government of Aruba, through the Ministry of Health, Elderly Care and Addiction, is developing the policy together with the Department of Public Health, known as DVG.

Officials announced that preparations have entered their final phase and that additional information will be shared with the public during the coming weeks.

Abandoned Animals Continue Suffering

Dogs and cats are regularly found abandoned on Aruba’s streets, exposed to hunger, dehydration, disease, traffic accidents and abuse.

Some animals spend long periods searching for food, shelter and human attention while living in unsafe conditions.

The situation affects more than animal welfare. Large populations of unowned animals can also create traffic risks, sanitation concerns and conflicts involving residents, pets and other animals.

Government officials said the problem developed over time because of abandonment, uncontrolled reproduction and insufficient responsibility among some pet owners.

New Policy Reaches Final Preparation Stage

The government’s planned policy will focus on three main areas: promoting responsible pet ownership, preventing the abandonment of animals and regulating the management of animals living on the streets.

The objective is to establish a more organized and legally supported approach that protects animals while improving safety and quality of life throughout Aruba.

However, the final procedures, responsibilities and enforcement measures have not yet been publicly detailed.

The government said residents will be informed gradually about the different parts of the policy and what responsible pet ownership will require in practice.

What Responsible Pet Ownership Means

Responsible ownership begins before a person decides to obtain a dog, cat or another animal.

A potential owner should consider whether they have enough time, space and financial resources to care for the animal throughout its life.

Basic responsibilities include providing:

  • Suitable food and clean drinking water;
  • Safe shelter and protection from extreme heat;
  • Veterinary treatment when required;
  • Exercise and appropriate social interaction;
  • Identification and secure control of the animal;
  • Sterilization or responsible reproduction management;
  • A permanent commitment instead of temporary ownership.

Pets should not be abandoned when they become older, sick, difficult to manage or expensive to care for.

Owners experiencing difficulties should seek assistance from veterinarians, animal-welfare organizations or responsible adoption networks instead of leaving an animal on the street.

Preventing Uncontrolled Reproduction

Uncontrolled reproduction is one of the factors contributing to the number of homeless dogs and cats in Aruba.

When pets are not sterilized or properly supervised, unwanted litters may be born without families prepared to care for them.

Some of these animals are later abandoned or remain on the streets, where they continue reproducing.

Sterilization can therefore form an important part of reducing the stray-animal population over the long term.

Aruba has previously supported community sterilization and registration campaigns designed to control overpopulation and encourage responsible ownership.

Abandonment Affects the Entire Community

Leaving an animal behind does not transfer responsibility to someone else.

Instead, the consequences are carried by rescue organizations, volunteers, government services, neighbourhoods and residents who provide food or emergency care.

Animal shelters and foundations frequently rely on donations, volunteers and foster families to care for abandoned pets.

When these organizations reach capacity, they may be unable to accept additional animals, increasing pressure on the wider community.

Preventing abandonment is therefore more effective and humane than attempting to rescue every animal after it has already been left on the street.

Public Education Will Be Important

The new policy will require more than laws and government enforcement.

Long-term improvement will also depend on education, community awareness and changes in the behaviour of pet owners.

Children can learn from an early age that animals require daily care, kindness and a lifelong commitment.

Adults must also understand the financial and practical responsibilities involved before bringing an animal into their home.

Previous government initiatives have included responsible-pet-ownership educational material for primary-school students as part of Aruba’s wider street-animal population management efforts.

Campaign Calls for Community Participation

The campaign uses the message “No More Suffering, More Responsible Pet Owners.”

It invites residents to take part in creating safer and more compassionate conditions for animals across the island.

Citizens can contribute by:

  • Caring properly for their own pets;
  • Avoiding uncontrolled breeding;
  • Reporting suspected cruelty or neglect;
  • Supporting sterilization programmes;
  • Adopting rather than abandoning animals;
  • Volunteering with animal-welfare organizations;
  • Teaching children to treat animals respectfully;
  • Ensuring pets cannot roam freely or create danger.

Every responsible decision can help prevent another animal from suffering.

A Safer Aruba for People and Animals

The government said its intended approach recognizes that animal welfare and community welfare are closely connected.

Reducing abandonment and improving pet ownership can help limit animal suffering while supporting cleaner neighbourhoods, safer roads and healthier relationships between residents and animals.

The Aruba Responsible Pet Ownership campaign emphasizes that laws alone cannot solve the problem.

Meaningful progress will require cooperation among government agencies, veterinarians, rescue organizations, schools, pet owners and the wider community.

The government plans to release further information as the new animal-welfare policy moves closer to implementation. Its central message is that every act of responsibility can protect an animal, prevent suffering and help Aruba develop into a safer and more harmonious community.
