ORANJESTAD (AAN) – Minister of Finance, Economic Affairs and Primary Sector Geoffrey Wever, alongside the Finance Directorate, recently held a technical presentation on Policy Based Budgeting (PBB). The meeting included key government supervisory bodies such as the Accounting Chamber (CAFT), the General Audit Chamber (ARA), the Central Accounting Department (RvA), the Griffier di Staten, and the Chamber of Commerce (VNO). Special guest Andreas Burger from TWO NL also attended to support the introduction of PBB for the 2027 budget.
During the session, Minister Wever emphasized that the initiative aims to strengthen governance through better control and increased transparency. PBB is designed to act as a bridge between policy formulation and budget execution, ensuring all government entities operate with a common language. The model utilizes a “three lines” system to align operational services, control functions, and supervision with governance goals.
The implementation is planned as a long-term growth model. The timeline includes an awareness phase from 2025 to 2026, followed by adaptation between 2027 and 2029.
