Aruba Public Finance Planning Advances Support and Investment

Aruba public finance planning is moving toward more targeted household support, closer links between policy and spending, and a more structured approach to public investment.

According to reporting by NoticiaCla, Finance, Economic Affairs and Primary Sector Minister Geoffrey Wever discussed the changes with International Monetary Fund mission chief for Aruba Marco Arena.

Targeted support would use a poverty definition and map

One part of the work is the development of a national poverty definition and poverty map. The goal is to identify more precisely which households need support when international shocks or higher fuel prices put pressure on the cost of living.

The government’s stated direction is to make future support more targeted instead of relying mainly on broad measures, while preserving Aruba’s financial stability and capacity to respond to later shocks.

Budget planning links spending to policy

Aruba began introducing policy-based budgeting in the 2026 budget and plans to expand the approach for 2027. It is intended to connect public expenditure more directly with policy priorities, identify fiscal risks earlier and improve transparency.

The government also plans to strengthen revenue forecasting with technical assistance from the Caribbean Regional Technical Assistance Centre. More reliable forecasts would provide a stronger foundation for budgeting and investment decisions.

Public investment receives a more structured framework

The discussion also covered the government’s effort to rebuild public investment after years of limited spending on infrastructure, schools and other public assets. The proposed framework includes an investment fund and a more organized portfolio of projects.

Together, the measures are intended to combine investment and purchasing-power protection with more precise budgeting and enough fiscal room to absorb future economic shocks.
