Aruba and Curaçao Take Historic Step Toward Ferry Connection

Aruba and Curaçao have taken an important step toward improving regional transportation with the official publication of the Terms of Reference (ToR) for the development of a passenger ferry connection between the two islands.

The announcement was made by Aruba’s Minister of Finance, Economic Affairs and the Primary Sector, Geoffrey Wever, in close cooperation with the Minister of Economic Development of Curaçao, Roderick Middelhof.

According to Minister Wever, the publication of the Terms of Reference marks a concrete milestone for the AVP–FUTURO government and its vision to strengthen regional cooperation, expand economic opportunities, and create a more resilient transportation system in the Caribbean.

Improving Connectivity Between the Islands

For many years, transportation between the ABC islands has been primarily limited to air travel. While effective, flights can often be expensive and limited in availability.

The proposed ferry service aims to provide an affordable and efficient alternative for both residents and visitors. The project is expected to improve mobility between the islands while supporting economic activity, tourism, and cultural exchange.

The initiative builds on a Memorandum of Understanding signed in 2023 between Aruba and Curaçao, focusing on economic cooperation and regional integration.

Minister Wever emphasized that the ferry connection represents more than just transportation.

“A modern and well-structured ferry connection is an investment in the future of our region. It will strengthen our economic position, expand opportunities for trade and tourism, and create a resilient alternative for regional mobility,” he stated.

Economic and Tourism Opportunities

The ferry project could open new opportunities for tourism in the region, including the possibility of island-hopping travel experiences for international visitors.

It will also make it easier for residents to travel between Aruba and Curaçao for:

  • Cultural events

  • Sporting activities

  • Family visits

  • Business opportunities

Additionally, the ferry connection is expected to:

  • Stimulate bilateral trade

  • Support entrepreneurs and workers

  • Create new opportunities in the logistics and maritime sectors

  • Strengthen economic cooperation within the Caribbean

Transparent Development Process

Both governments are now seeking a qualified consulting company with expertise in maritime transportation, infrastructure feasibility studies, and complex public procurement processes.

The selected consultant will guide the project through four main phases:

  1. A comprehensive economic, legal, and technical feasibility study

  2. Preparation of the Request for Proposal (RFP) documents

  3. Management of the public tender process for the ferry operator

  4. Final evaluation and recommendation for contract award

Minister Wever stressed that transparency and strong governance are essential for the project’s success.

“Our commitment is clear: a transparent and professional process conducted in accordance with the law, ensuring environmental sustainability and long-term economic viability,” he said.

Important Project Timeline

The public tender process will follow Aruba’s procurement regulations. Key dates include:

  • Deadline for questions: March 6, 2026

  • Proposal submission deadline: March 20, 2026

  • Consultant contract award: March 30, 2026

  • Expected selection of ferry operator: February 26, 2027

With this initiative, the governments of Aruba and Curaçao aim to build a stronger, more connected region that supports economic growth and mobility for the people of both islands.
