ORANJESTAD (AAN): The Bureau Integriteit Aruba Promotes Integrity in Public Sector by strengthening ethical governance and safeguarding transparency across government departments in Aruba.

Integrity plays a crucial role in building and maintaining public trust in government institutions. When integrity is upheld, it reinforces confidence among citizens. When it is compromised, however, it can seriously damage the credibility of public institutions. For this reason, the Bureau Integriteit Aruba (BIA) serves as an important pillar in promoting ethical standards within Aruba’s public administration.

The Bureau Integriteit Aruba Promotes Integrity in Public Sector through policy guidance, training programs, and confidential reporting mechanisms designed to address possible violations of ethical conduct.

BIA is a government department and currently the only public organization in Aruba dedicated specifically to integrity matters within the public sector. The team consists of five staff members, including a director, an investigator, two administrative officers, and an assistant.

The establishment of BIA was influenced by growing global concern about corruption and its impact on political stability and social trust. In response to these concerns, the United Nations Convention Against Corruption, adopted on October 31, 2003, encouraged governments worldwide to take stronger measures to prevent corruption. Aruba followed this international initiative by implementing policies and creating structures such as BIA to promote transparency and accountability.

One of BIA’s core responsibilities is advising government departments on integrity management and corruption prevention. The organization also provides training sessions and informational programs for public employees, helping them recognize potential risks and ethical challenges in their daily work.

A key project currently underway is the development of a Code of Conduct for Public Employees, a joint initiative between BIA and the Department of Human Resources (DRH). This code is intended to provide clear guidance to government workers on maintaining ethical standards and managing situations that may involve conflicts of interest or integrity risks.

In addition, BIA coordinates the Integrity Confidential Advisors Network (Vertrouwenspersonen Integriteit Land Aruba). This network serves as a confidential and independent contact point where government employees can report suspected integrity violations without fear of retaliation.

The Bureau Integriteit Aruba Promotes Integrity in Public Sector not only by responding to reports but also by strengthening awareness through regular workshops, training modules, and information sessions conducted across government services. Each year, BIA also organizes meetings with department leaders to discuss integrity and ethical leadership.

As the official reporting point for integrity concerns, BIA allows both public employees and citizens to submit reports regarding suspected integrity violations within government departments. Reports must be based on concrete information rather than rumors.

Reports can be submitted through the official website www.bia.aw, through the relevant government department, or by visiting the BIA office located at L.G. Smith Boulevard 20, in the same building where LAR is situated.

Through education, prevention, and transparency initiatives, the Bureau Integriteit Aruba continues working to strengthen ethical governance and ensure accountability within Aruba’s public sector.
