Director of DIMAS (Department of Integration, Management, and Admission of Foreigners) Kathy Ruiz-Paskel has provided clarification on the procedure for foreign residents obtaining AZV coverage when they receive their first residence permit in Aruba.

In an interview with DIARIO, Ruiz-Paskel explained that, according to the standard procedure, a person must first register with the Censo office as a resident. Once registered and holding a valid residence permit, they become eligible to apply for AZV, Aruba’s national health insurance program.

She added that DIMAS is in ongoing discussions with other departments, including the Dienst Besmettelijke Ziekten (DBZ) — responsible for medical tests — and Censo, to optimize the process and manage the growing number of first-time residence applications, which have created a significant administrative impact.

According to Ruiz-Paskel, there is no strict deadline for registering at Censo; however, any person who has resided in Aruba for more than 180 calendar days and holds a residence permit is required to register as a resident. After registration, the person may proceed to obtain AZV coverage.

This clarification aims to ensure that all new residents understand the proper registration sequence to gain access to Aruba’s public healthcare system.
