ORANJESTAD – Aruba’s Prime Minister has signed the Action Plan (Plan van Aanpak) for the HART (Herinrichting Aruba Raffinaderij Terrein) project, marking a key step in the redevelopment of the former refinery site.
The action plan forms part of a request for technical support through the Netherlands’ TWO program. Under the Landspakket, three senior experts from Rijkswaterstaat and the Port of Amsterdam will be seconded to Aruba until March 2027 to help establish project governance, prepare a GIS-based site inventory, organize strategic planning workshops and develop the project’s Terms of Reference.
The initiative aims to identify three to five possible development directions for the refinery site, enabling informed decisions about its future. The government also thanked TWO Aruba, TWO Netherlands and the Ministry of Kingdom Relations, Education, Youth, Innovation and Sport for their support in developing the action plan.
