Aruba Government Launches Process to Develop the San Nicolas Refinery Site

The Government of Aruba, represented by Minister Geoffrey Wever and Minister Arthur Dowers, has officially launched a crucial week of planning to determine the future of the land where the San Nicolas refinery is located. After many years of industrial inactivity, this moment marks an important step for the economic and social renewal of the San Nicolas community.

A Strategic and Professional Approach

During their opening remarks, both ministers emphasized that redeveloping such a large and complex industrial site requires a structured, professional, and transparent process, guided by both local and international experts.

They noted that the terrain, used for decades for industrial activity, brings significant technical and environmental challenges that must be addressed with caution and responsibility. Ensuring safety, sustainability, and expert guidance is central to the redevelopment strategy.

Broad Participation in the Kickoff Session

The kickoff meeting included a wide range of experts and representatives from various government and technical institutions, including:

  • RDA
  • DEZHI
  • DNM
  • DOW
  • DIP
  • TWO–Aruba and TWO–Netherlands
  • Representatives of Prime Minister Mike Eman
  • Representatives of Minister Herde, Minister Wever, Minister Dowers, and Minister Croes
  • Local experts
  • Companies currently operating on parts of the refinery property

Their participation underlines the multidisciplinary and cooperative nature of the project.

Environmental Responsibility as a Core Priority

Given the environmental risks associated with petroleum industries, the government reaffirmed its commitment to conducting a thorough and responsible evaluation. This includes determining:

  • Which parts of the land can be safely repurposed
  • Which areas carry limitations
  • What sustainable development opportunities are possible
  • How the redevelopment can balance environmental protection with real economic benefits

A New Era for San Nicolas

For many long-time residents, the refinery symbolized a previous era. Now that the facility is no longer operational, the government aims to clearly communicate future plans to the community.

Minister Dowers stated that transparency and clarity are essential, especially for a community deeply connected to the site’s history.

Guided by Parliamentary Direction

The ministers also referred to a parliamentary motion introduced by MP De Meza, which calls for a new formula for repurposing the refinery land.

The process launched this week directly responds to that motion and will lead to the development of a clear, complete Terms of Reference. This document will help the government select qualified consultants to guide the next phase of redevelopment.
