Aruba Plans Electric Shift for Government Vehicle Fleet

The Government of Aruba is preparing to gradually replace its vehicle fleet with electric models, after an EU-funded Green Overseas study was presented to the Council of Ministers, in reporting published October 27.

Finance, Economic Affairs and Primary Sector Minister Geoffrey Wever presented the study’s findings and a proposal to begin the transition. The aim is to cut operating costs, reduce dependence on imported fuel and support Aruba’s energy transition. ArubaNews.ca covered the underlying Green Overseas study in June 2026; the October presentation to the Council of Ministers is the step that moves it toward policy.

What the study examined

The Green Overseas (GO) project was launched in August 2025 with EUR 190,000 in European Union funding. It was coordinated by Expertise France with technical assistance from Energynautics GmbH, and in Aruba coordinated by DEZHI together with DOW, CBS and ELMAR.

At the start of the project, the government fleet comprised approximately 510 leased vehicles and 37 government-owned vehicles — about 547 vehicles in total. Researchers monitored six electric vehicles in use and analysed data from 80 conventional vehicles to compare costs.

Savings of up to 15 percent in some departments

The study found that electric vehicles could reduce energy and maintenance expenses, with savings in total ownership costs for departments with intensive vehicle use. As reported by NoticiaCla, electric models could reduce total ownership costs by up to 15 percent in certain departments.

Experts recommend electrifying 50 percent of the government fleet by 2030. Wever, according to the reporting, is considering a more ambitious target, depending on technical and financial feasibility.

What an electric fleet would require

The transition would require charging infrastructure, coordination with ELMAR and DOW, and responsible battery management. The proposal presented to the Council of Ministers still needs to be translated into formal government policy and an implementation plan.

For now, the position is this: the evidence from the Green Overseas study favours a gradual switch, the minister has put a proposal before the Council of Ministers, and the recommended benchmark is half the government fleet electric by 2030 — with the final target, timeline and policy still to be formally adopted.
