ORANJESTAD, Aruba — Aruba Elder Care Complaints concerning the quality of services provided by care homes or healthcare professionals can be submitted to Inspectie Volksgezondheid Aruba, with health inspector Cheryl Rosa-Fingal explaining how residents can use the complaint system and when a case falls within IVA’s authority.
Rosa-Fingal said ensuring quality, safety and confidence in care for older adults requires continued oversight and clear ways for residents and families to raise concerns.
IVA supervises healthcare providers and institutions in Aruba and can receive complaints involving the quality of care delivered by providers that fall under its jurisdiction.
Aruba Elder Care Complaints Go Through Meldpunt
Residents who want to submit Aruba Elder Care Complaints can contact IVA through its dedicated complaints department, known as Meldpunt.
According to Rosa-Fingal, the department has personnel available to answer questions, guide residents and explain the steps required to submit a complaint correctly.
IVA’s official information describes Meldpunt as an access point for citizens with questions, reports or complaints about the quality of healthcare they have received.
The inspectorate says information obtained through complaints can also help identify recurring risks and areas requiring additional supervision.
Complaints Can Be Submitted Several Ways
IVA’s preferred method is its online complaint form, where residents can provide details about the situation and answer questions relevant to their case.
Complaints can also be sent by email or delivered personally to IVA’s office.
IVA’s published complaint policy says residents may also contact Meldpunt by telephone for information and assistance.
The official online complaint system allows a person to explain the incident directly in the form or upload a separate complaint letter.
IVA says the information generally needed includes details about the complainant, the healthcare provider or institution involved, the date of the incident and a factual description of what occurred.
IVA Confirms Receipt and Reviews Case
Rosa-Fingal said IVA contacts the person who submitted the complaint to confirm that it has been received.
The complaint is then reviewed and classified based on the circumstances.
The complainant can receive information about how the case has been categorized and an indication of the period during which a response may be expected from the professional, provider or institution concerned.
IVA’s complaint system is designed not only to resolve individual concerns but also to identify opportunities to improve healthcare quality.
Healthcare providers in Aruba are required to maintain their own formal complaints procedures as well.
Those procedures must include proper investigation of complaints and generally require complaints to be handled within six weeks, with a possible four-week extension in special circumstances.
IVA Authority Depends on Who Provides the Care
An important part of the Aruba Elder Care Complaints process is determining whether IVA has legal authority over the situation.
Rosa-Fingal explained that IVA can intervene when the complaint involves a healthcare provider or care institution that falls under the inspectorate’s supervision.
That can include care provided in a residential care home as well as healthcare delivered to an older adult at home by a regulated care provider.
IVA’s Cure en Care department supervises institutions and professionals providing healthcare in Aruba and can take action when care does not meet required quality standards.
Family Abuse Falls Outside IVA’s Direct Role
Rosa-Fingal stressed that not every situation involving an older adult automatically falls under IVA.
For example, if an older person is allegedly being mistreated by a family member and no supervised healthcare provider is involved, she said IVA does not have direct authority to intervene in the same way it can with a regulated care provider.
In such circumstances, Rosa-Fingal said the matter should be reported to Directie Ouderenzaken, the government department responsible for elderly affairs.
Directie Ouderenzaken has a broader role involving the welfare, care and participation of older adults in Aruba and has also conducted public awareness initiatives focused on preventing elder abuse.
Complaints Help Strengthen Elder Care
IVA encourages residents to raise concerns when they believe the quality or safety of healthcare provided to an older adult may be inadequate.
The Aruba Elder Care Complaints process gives families several ways to contact the inspectorate while allowing Meldpunt personnel to guide people who may be unfamiliar with the digital system.
For residents, the key distinction is whether the concern involves a healthcare provider under IVA supervision or a situation outside the formal healthcare system.
Knowing where to report a concern can help authorities assess cases more quickly while supporting Aruba’s wider effort to protect the dignity, safety and quality of care received by older adults.
