ORANJESTAD, Aruba — Aruba Care Home Oversight is being intensified as Inspectie Volksgezondheid Aruba (IVA) confirms that four care facilities are currently undergoing close supervision following complaints received by the health inspectorate.

IVA inspector Cheryl Rosa-Fingal explained that the agency has both the responsibility and legal authority to supervise care homes throughout Aruba and intervene when concerns arise about patient safety or quality of care.

Complaints can come from several sources, including patients’ relatives, employees of care facilities and, in some cases, directors or board members who raise concerns about their own staff or patients.

Aruba Care Home Oversight Begins With Complaints

When IVA receives a complaint, inspectors first assess its nature and seriousness before deciding how it should be handled.

Regular complaints can be submitted in writing by patients or family members against a care facility.

IVA then monitors whether the person who filed the complaint receives a response within the required period.

If the complainant is dissatisfied with that response, the matter can potentially be taken to a complaints committee.

IVA officially states that its Cure and Care division uses complaints, inspection visits and quality reports to identify risks and monitor healthcare providers across Aruba.

Serious Incidents Receive Further Investigation

More serious cases are treated differently.

Rosa-Fingal explained that a calamity complaint involves circumstances where a patient may have suffered severe harm or died.

In those cases, IVA can launch an investigation, interview people involved and conduct analyses to determine what happened and whether additional risks remain.

The inspectorate also investigates violence occurring within a care setting.

This can involve alleged violence by a healthcare worker against a patient, but it can also include serious incidents in which one resident attacks another.

Four Care Homes Under Intensive Supervision

Rosa-Fingal said IVA currently has four care homes in an intensive supervision process because of complaints received by the agency.

Given the inspectorate’s existing staffing capacity, IVA generally enters a care facility for inspection when there is a concrete complaint that requires investigation.

During inspections, officials concentrate on several important areas.

These include whether there are enough staff members for the number of residents, whether employees are appropriately able to provide the required care, the overall quality of care and the way medication is managed.

When inspectors identify deficiencies, a facility can be placed under intensive supervision and given a period in which to make the required improvements.

IVA Can Restrict New Admissions

If inspectors identify an immediate or serious threat to patient safety, Aruba Care Home Oversight can extend to stronger enforcement measures.

Rosa-Fingal said IVA can issue formal instructions under Aruba law.

Those measures may include temporarily preventing a care home from accepting new residents until identified deficiencies have been corrected.

Aruba’s care-home legislation requires facilities to maintain appropriate standards of quality, safety and client-centered care. IVA also requires care homes to submit periodic quality reports and warns that failure to comply can result in supervisory and enforcement action.

Goal Is Safe and Dignified Care

IVA says its role extends beyond simply reacting to individual complaints.

The broader objective is to ensure care homes maintain conditions that are safe, responsible and dignified for every patient.

The inspectorate’s authority includes monitoring compliance with Aruba’s healthcare-quality and care-home legislation, and Rosa-Fingal has formally been designated to supervise compliance with those laws.

Through stronger Aruba Care Home Oversight, IVA aims to identify risks, require improvements where necessary and protect residents when conditions fall below required standards.

The confirmation that four facilities are currently under intensive supervision underscores the continuing attention being placed on the quality and safety of residential care in Aruba.
