Earlier in January, Minister Cicilia issued a ministerial decree adjusting the official observance of Betico Day, which in 2026 fell on a Sunday, to Monday, January 26. The change, intended to allow greater public participation and respect for the holiday, sparked confusion in the business community due to short notice and unclear communication. The government later clarified that while Sunday remained the official holiday, the additional Monday off was offered only to civil servants, not mandated for the private sector—a situation that many found confusing and disruptive.
During a press conference meant to correct the situation, Cicilia did not acknowledge the confusion or take responsibility for it. Instead, he reportedly made remarks perceived as disparaging toward MEP members, accusing political opponents of being unable to read or understand information correctly. These comments drew strong criticism from Parliamentarian Xiomara Maduro, who described them as “unacceptably low” and inappropriate for a national leader.
Maduro stated that rather than defending his error, Minister Cicilia’s remarks insulted MEP supporters and lowered the tone of public discourse.
