US Aruba and the U.S. Sign a New Preclearance Agreement to Strengthen Security and Travel

The United States Customs and Border Protection (CBP) has signed a new Preclearance Agreement with the Government of Aruba to enhance security cooperation and modernize travel between the two nations.

The signing ceremony took place on October 24, 2025, at the Hyatt Place near Queen Beatrix International Airport in Oranjestad. The agreement was signed by Diane J. Sabatino, Executive Assistant Commissioner of CBP’s Office of Field Operations, and Prime Minister Michiel “Mike” Eman of Aruba.

This new agreement replaces the 1994 Preclearance Agreement, which was established before the creation of the U.S. Department of Homeland Security (DHS) and CBP.

“This agreement marks an achievement for both nations—strengthening our partnership, security, and shared prosperity,” said Prime Minister Eman. “It represents our joint pursuit of happiness and well-being, and a commitment that goes beyond borders.”

Eman also expressed personal emotion during the event, recalling his late brother, Henny Eman, Aruba’s first Prime Minister, who originally brought U.S. Preclearance to Aruba in 1987. “Renewing and modernizing this historic agreement today is a heartfelt tribute to his vision and legacy,” he added.

According to Diane J. Sabatino, the agreement extends mutual cooperation in border security and celebrates nearly 30 years of Preclearance operations in Aruba. “Today marks a milestone in our partnership as we modernize border operations, increase travel efficiency, and improve the passenger experience,” she stated.

Aruba’s Preclearance operations began in 1996, making the island one of only 15 airports in six countries—including the Bahamas, Bermuda, Canada, Ireland, and the UAE—to offer U.S. Preclearance services. This program allows CBP officers to conduct immigration, customs, and agriculture inspections in Aruba before travelers arrive in the United States, ensuring smoother and safer travel.

Ramon “Chico” Negron, U.S. Consul General in Curaçao and Head of the U.S. Mission for the Dutch Caribbean, including Aruba, emphasized that the agreement will strengthen border security and support tourism and aviation between both countries.

This renewal underscores the strong and stable partnership between Aruba and the United States and opens doors for deeper cooperation in security and travel facilitation.
