Minister of Justice, Integration, Public Transport and Energy, Mr. drs. Arthur Dowers, recently attended a presentation at Utilities Aruba N.V. regarding recommendations to update and strengthen the statutes of state-owned utility companies. Accompanied by his legal team, Minister Dowers met with experts to discuss measures aimed at improving the management framework of these public entities.
The presentation was led by Mr. dr. Aubrich Bakhuis, Director of the Themis Institute for Governance and Leadership, and co-founder Prof. dr. Frank Kunneman. They outlined a series of strategic recommendations designed to fortify the roles and responsibilities of the Boards of Commissioners, as well as the position and authority of the shareholders. The Themis Institute is an academic and professional body specializing in management and constitutional law, comprising recognized experts including jurists and corporate management specialists.
The primary objective of these recommendations is to promote transparency, accountability, and effectiveness within the state-owned companies. By implementing these measures, the entities aim to ensure they continue to serve the public interest in a responsible and sustainable manner.
In his capacity as the representative of the Government, which is the majority shareholder, Minister Dowers received a detailed explanation of the proposed changes. He expressed his appreciation for the institute’s input, emphasizing that strengthening state-owned enterprises is essential for Aruba’s continued economic development and the well-being of its citizens.
