KIA Reintegration Program Delivers Positive Results Through Education

ORANJESTAD (AAN) – Openbaar Avond Beroepsonderwijs Aruba (OABA) and the Aruba Correctional Services Department (DGWA) formalized a strategic partnership through a Memorandum of Understanding (MoU) in March 2026. The agreement establishes a framework for providing officially recognized intermediate vocational education (MBO) programs within the National Correctional Institute (KIA).

The primary objective of the initiative is to use vocational education as a structural tool for rehabilitation and social reintegration. Both organizations recognize education as an essential instrument for improving employment opportunities and supporting the successful reintegration of inmates into society.

Through certified vocational training, participants are given the opportunity to develop professional skills and gain qualifications that can support their long-term rehabilitation and future employment prospects.

Since April 2026, the pilot program has offered technical courses, including the MBO Level 1 qualification program “Assistant Metal, Electrical and Installation Technician.” The program follows a hybrid educational model consisting of 50 percent practical instruction and 50 percent online learning through a secure digital platform.

Classes are primarily conducted within KIA, although external locations may be used when necessary. Participants are currently working on practical projects, including the production of metal fencing for schools, allowing them to apply their skills while contributing to the community.

A joint project team made up of representatives from OABA and DGWA closely monitors the program’s progress, participation levels, educational quality, and operational effectiveness. Upon completion of the pilot phase, a comprehensive evaluation report will be prepared to determine whether the program should continue, expand, or become a permanent part of the correctional system.

Minister Gerlien Croes highlighted that the program’s success is the result of strong collaboration between the Ministry of Education and the Ministry of Justice. She expressed appreciation to OABA and KIA for their commitment to making the initiative a reality and reaffirmed the government’s dedication to building a more inclusive society where personal development and opportunity remain central priorities.
