Justice Minister Arthur Dowers has discussed early intervention and repeat offending in relation to Aruba youth crime in interviews reported by Diario on October 31.
Early warning signs and coordinated support
Dowers said institutions can identify risk factors affecting children and use cooperation through Cas di Siguridad to improve support. He referred to compulsory education as one available intervention tool, while stressing that difficult family circumstances do not mean every child will become involved in crime.
Electronic-monitoring pilot to be evaluated
The minister said the electronic-monitoring pilot for young offenders would be evaluated soon. He also described information from the public, police checks and traffic controls as tools for finding illegal firearms, and said policing resources were below their 2017 level.
In a related interview, Dowers said a long-standing legislative proposal was expected to go to Parliament to expand preventive intervention. The accounts do not establish that a new law has been enacted or that the pilot evaluation is complete.
