AVP parliamentarian Stephany Sevinger said during the debate on the Investment and Development Fund bill that infrastructure investment directly affects citizens’ daily lives, and that roads, schools and public buildings require continuous maintenance.
When that maintenance falls behind, she said, the cost of recovery grows: “today we must spend more to recover what was not done or maintained in the previous government.”
Sevinger criticized what she called a contradiction in the opposition’s stance — speaking of the people’s pain while, in her assessment, its own governing decisions contributed to the needs Aruba now faces.
She said the fund should ensure projects for the public do not stall for political reasons. At the same time, she expressed concern that basic needs such as the multi-year road maintenance plan and the machines the Department of Public Works (DOW) needs should be anchored in DOW’s own regular budget rather than financed through a separate fund.
