ORANJESTAD, Aruba — Aruba Northeast Coast Access has become the focus of a wider public debate as Tour Operators Uni warns that a pending court case over protected natural areas could potentially affect motorized access for tour companies, fishermen, residents and visitors.

The concern developed after the California Lighthouse–Alto Vista route was closed in June, initially creating uncertainty for companies operating ATV, UTV and Jeep tours along Aruba’s northern coast.

Tour Operators Uni now says the issue has expanded beyond the operation of tourism businesses.

The organization is closely watching a court case involving Aruba Birdlife Conservation, the Country of Aruba and Aruba Conservation Foundation, which is reported to be scheduled for September 10, 2026.

Aruba Northeast Coast Access Becomes Wider Concern

Tour Operators Uni representative De Mey said the group’s main concern is no longer simply whether one particular tourism route will reopen.

Instead, members fear that restrictions could eventually apply to motorized vehicles in several areas designated for nature protection.

According to the organization, that could potentially affect residents travelling recreationally along the coast as well as fishermen who use vehicles to reach certain beaches and fishing locations.

These concerns represent the interpretation and expectations of Tour Operators Uni ahead of the court proceedings. No court decision imposing such a broad prohibition has been issued.

Protected Areas Named by Tour Operators

Tour Operators Uni says the legal dispute involves several protected areas connected to Aruba’s spatial planning framework.

The organization identified:

  • California Dunes and Saliña Tierra del Sol
  • Tera Cora and the Northeast Coast
  • Tres Trapi

According to the group, these areas encompass or connect with locations including Andicuri, Wariruri, Black Stone Beach, Bushiribana and Trinity Natural Bridge.

It also says the areas extend from around California Lighthouse toward Daimari, along with portions of the coastline approaching the boundary of Arikok National Park.

The organization said these concerns were discussed during a recent meeting with members of Parliament.

Afl. 750,000 Claim Comes From Tour Operators

Tour Operators Uni also says Aruba Birdlife Conservation is seeking a financial penalty of Afl. 750,000 per day if motor vehicles continue entering protected areas contrary to the restrictions being sought.

That figure has been repeated in several local news reports quoting the organization.

However, the actual court filing containing that request was not publicly available in the sources reviewed for this article.

The amount should therefore be understood as a claim reported by Tour Operators Uni rather than a penalty already imposed by a court.

Arikok Impact Also Raised

The organization has also expressed concern about possible consequences for Aruba Conservation Foundation and Arikok National Park.

According to figures cited by Tour Operators Uni, admission fees generate approximately Afl. 6 million for the park, with tour operators contributing part of that income through organized visits.

The group fears that broader vehicle restrictions could affect how visitors access natural attractions and, consequently, the financial operations of the park.

Those concerns remain projections by the tour operators rather than confirmed consequences of the pending case.

Previous Lawsuit Focused on Nature Protection

Aruba Birdlife Conservation has previously argued that stronger enforcement is necessary to protect environmentally sensitive areas from damage caused by off-road vehicles.

In May, ArubaNews.ca reported that ABC had taken legal action against the Government of Aruba and Aruba Conservation Foundation seeking greater protection for areas including California Dunes, Tera Cora and Saliña Tierra del Sol.

The organization has argued that ATV and UTV traffic can damage fragile landscapes when vehicles leave designated routes.

Tour operators, meanwhile, have said they support environmental protection but want rules that allow responsible access to established routes.

Stakeholder Meeting Planned September 4

Before the reported September 10 court hearing, a meeting is scheduled for September 4 involving the Infrastructure Minister and relevant stakeholders.

Tour Operators Uni hopes the meeting can produce greater clarity or a lasting solution to the dispute.

For the organization, the debate over Aruba Northeast Coast Access has now moved beyond the commercial interests of tour companies.

The group says the central question is how Aruba can protect sensitive natural areas while preserving reasonable access for residents, fishermen, visitors and responsible tourism operators.

Until the court rules or the parties reach an agreement, the possibility of wider restrictions remains unresolved rather than confirmed.
