ORANJESTAD (AAN) – Minister of Finance, Economic Affairs, and the Primary Sector Geoffrey Wever announced that the AVP-FUTURO Cabinet will defend the proposed General Investment and Development Fund (AIOF) legislation in Parliament on June 23, 2026.
The creation of an investment fund is listed as Priority Number 5 in the AVP-FUTURO 2025-2028 Government Program. Since taking office, Minister Wever has worked on the legislation needed to establish the AIOF, which has now reached Parliament for discussion and approval.
As part of the legislative process, the government submitted responses on June 16 to 229 parliamentary questions regarding the AIOF, which would become Aruba’s first national investment fund.
The government explained that while Aruba’s national budget remains an essential tool for supporting development, the country currently lacks a long-term investment instrument linked to a strategic investment agenda. The proposed fund is intended to facilitate investments in key areas such as urban renewal, education and innovation, energy transition, climate resilience, e-government, sustainable housing, infrastructure, and the development of new economic sectors including commercial agriculture, fintech, the creative industry, and the blue economy.
Funding for the AIOF will be allocated through the national budget, subject to parliamentary approval. The fund will also create opportunities for direct financial contributions from partners such as the Netherlands and the European Union.
In addition, the legal framework would allow the incorporation of future resources generated through debt refinancing at lower interest rates under the HOFA framework. The government believes the fund will serve as a strategic tool for supporting long-term investments that contribute to Aruba’s development and prosperity.
Minister Wever stated that establishing the investment fund and investment agenda will strengthen confidence that public funds are being invested responsibly for Aruba’s future.
The AVP-FUTURO Cabinet has invited the public to follow the parliamentary debate on June 23, 2026.
