Court Confirms Authority on E-Steps, E-Bikes

ORANJESTAD (AAN) – The Court has confirmed that the Government of Aruba holds the authority to act against the illegal use of ESteps EBikes on public roads. The recent ruling validates that the government may proceed according to the administrative procedures stipulated by law.

This case follows the prohibition of these vehicles in public spaces announced several weeks ago by Minister of Justice Arthur Dowers. The Court provided additional clarity on the administrative process, indicating that enforcement actions and control measures must align with the legal procedures prescribed in current legislation.

Minister Dowers stated that he respects the decision and will comply with the sentence. He clarified that the vehicles were never officially placed under seizure, but were rather taken “in bewaring” and returned to their respective owners after an order measure was implemented.

The Court’s decision does not restrict the Minister of Justice’s authority to act against illegal use or when traffic infractions are detected. Aruba can impose administrative measures, such as administrative fines or financial sanction orders, against users. The government reaffirmed that community protection and law compliance remain central to decisions regarding alternative transport on public roads.
