Aruban Clients Complain About SVB AOV Premium Increase

ORANJESTAD (AAN) – The issue began on December 29, 2025, when clients were informed via communication channels that the AOV (Old Age Insurance) premium would be increased by a maximum of 1,000 Florin Curaçao (Caribbean Guilder). Aruban Clients Complain About SVB AOV Premium Increase, as they were informed that the increase would take effect on January 15, 2026, and it applies only to residents of Curaçao.

As of today, the clients have not received any differences in their subsidies.

While this issue was made public via communication channels, it appears that SVB also applied the increase. However, the clients feel that this procedure is unacceptable and are requesting a written decision from SVB in accordance with Article 37 of the Landsverordening Algemeen Ouderdomspensioen, so they can formally establish their position and file a complaint or appeal.

Previously, the clients had paid premiums to receive AOV. According to the legal opinion of the European Court of Justice, AOV rights are considered a property right (Article 1 of the First Protocol of the European Convention on Human Rights). This means that for any changes, especially in the case of an increase, clients are entitled to these rights. The favoring of residents over non-residents is considered discriminatory.

The increase is viewed as compensation for the rising cost of living. This adjustment is being made across the entire island, not just in Curaçao. Both residents and non-residents are required to pay premiums.

In summary, the clients are requesting SVB to provide them with a written decision within a reasonable time frame to confirm whether they will receive the difference in the increased basic AOV premium.
