Aruba Launches Smart Justice “Buddi” Program for Electronic Monitoring in Juvenile Justice System

Aruba has taken an important step in modernizing its justice system with the official launch of the Smart Justice “Buddi” electronic monitoring program, specifically introduced within the juvenile justice system.

The initiative introduces the use of Buddi electronic ankle monitors to supervise young offenders, with the goal of strengthening structured supervision, accountability, and rehabilitation outcomes while reducing the need for physical detention.

According to Charlotte McInerney, Business Development Manager, the company behind Buddi is proud to support Aruba in this important initiative.
“We are very pleased to have been selected to provide our solution and support for the launch of Smart Justice – Buddi in Aruba. With more than 20 years of experience in electronic monitoring, including in the Dutch Caribbean, we are well positioned to support this program,” McInerney said. The Buddi monitoring device is supplied by a company based in the United Kingdom.

The introduction of electronic monitoring within the juvenile justice system represents a progressive approach that allows courts to impose clear conditions while enabling young individuals to remain in their communities under continuous supervision. This approach aims to improve rehabilitation outcomes and reduce repeat offenses.

The Buddi system is already in use internationally across the Dutch Caribbean, the United Kingdom, Europe, the United States, Australia, and New Zealand, backed by more than two decades of experience. McInerney expressed optimism that the program will deliver positive results for Aruba and further strengthen its juvenile justice framework.

She also acknowledged the important role of Seraida Pemberton-Leonard, whose contributions were instrumental in making the initiative possible.

With a strong local team supported by international technical expertise, Smart Justice “Buddi” aims to contribute to a more modern, effective, and internationally aligned justice system. The launch of this program marks another significant milestone in Aruba’s ongoing justice reform efforts.
