KIA Situation Difficult but Getting Government Attention

The KIA situation difficult but receiving full government attention, according to Minister of Justice Arthur Dowers, who addressed ongoing concerns during a recent meeting with the TOPA union at the Korrektie Instituut Aruba (KIA).

The meeting allowed for open discussions and the exchange of views regarding the current conditions within Aruba’s correctional facility. Minister Dowers confirmed that the government will continue to provide updates on the various challenges and measures being implemented at the institution.

Complex Problems at KIA

According to the minister, the KIA situation difficult but receiving full government attention because the problems affecting the prison system are complex and cannot be solved through a single decision.

Dowers explained that the institution is dealing with several long-standing challenges, including:

  • Shortage of personnel

  • Management and organizational issues

  • Infrastructure concerns

  • Legal and procedural challenges

He added that dissatisfaction among staff members has existed for many years and requires careful handling and long-term solutions.

Dialogue with the Union

The TOPA union reportedly expressed satisfaction after participating in the meeting, as the discussion helped clarify several issues and allowed union representatives to better answer questions from their members.

The minister confirmed that the union will be invited again to participate in the next meeting scheduled to take place at the correctional institution.

Broader Justice System Challenges

Minister Dowers also emphasized that the government is working not only on the challenges at KIA but also on improving other departments that fall under the Ministry of Justice.

He indicated that several departments had become dysfunctional over time and require structural improvements.

“Despite some claims that significant work had already been done in the past, we do not see the results that were described,” Dowers stated.

According to the minister, when the previous government left office in 2017, a reorganization process for the prison had been initiated but was not fully completed.

Possible Solutions Under Consideration

To address the problems, the government is examining several possible solutions that involve collaboration across the justice system.

Entities involved in the discussions include:

  • Public Prosecutor’s Office (Openbaar Ministerie)

  • CEA

  • Reclassering Aruba

  • The Court

  • Other organizations within the justice chain

Each of these institutions may need to adjust their working methods in order to improve the overall functioning of the system.

Among the proposals currently being considered are the possibility of requesting support from EPI personnel to assist prison staff and exploring partnerships with private companies to provide certain services within or around the prison facility.

Such models are already used in some other countries to improve operational efficiency.

Government Commitment

Minister Dowers acknowledged that the situation at KIA is serious and cannot be resolved quickly.

However, he stressed that the government is fully committed to addressing the challenges.

“The situation is difficult, but it has the full attention of the government. We did not anticipate how serious the situation was, and it cannot be resolved in a very short time,” the minister concluded.
