ORANJESTAD, Aruba — The Dutch 2027 Budget could provide important new information about financial cooperation between the Netherlands and Aruba when the complete spending plans are presented on Prinsjesdag next month.

According to the source report, the Dutch Council of Ministers has approved the draft 2027 budgets for Kingdom Relations and the BES Fund, allowing the proposals to move through the advisory stage before their formal presentation.

The detailed budgets remain unavailable to the public. The Dutch government’s official budget timetable confirms that the 2027 proposals will be sent to Parliament under embargo on September 11 and formally presented on September 15, 2026, during Prinsjesdag.

Different Impact for Aruba and BES Islands

The BES Fund primarily concerns Bonaire, Sint Eustatius and Saba, which are public bodies within the Netherlands.

Aruba, Curaçao and Sint Maarten are autonomous countries within the Kingdom and are therefore affected primarily through the separate Kingdom Relations budget and specific cooperation programmes.

For Aruba, one of the main issues to watch will be funding connected with the Landspakketten and the Tijdelijke Werkorganisatie, or TWO.

The Landspakketten were developed after the financial assistance provided during the COVID-19 pandemic and contain reforms covering areas including public finances, taxation, healthcare, education, economic development and government administration. TWO supports Aruba, Curaçao and Sint Maarten with the development and implementation of those reforms.

Current Cooperation Approaches 2027 Decision Point

The Netherlands stated in an April 2026 Kingdom Relations policy document that the current cooperation arrangement for the reforms expires in 2027.

The Dutch government said it intends to discuss with Aruba, Curaçao and Sint Maarten whether priority reforms should be completed, secured within local institutions or continued through another form of cooperation.

An independent evaluation published earlier this year concluded that the Landspakketten had helped move several long-standing reforms forward, although structural changes require more time.

The evaluation also noted that Aruba had incorporated several of the reforms into its own policy plans.

Funding for 2027 Was Already Projected

The September budget will be important, but funding for 2027 is not starting from zero.

The Dutch 2026 Kingdom Relations budget already projected substantial resources for TWO-related activities during 2027.

It listed €49 million in subsidies connected with implementation of the Landspakketten and another €7.5 million for TWO-related commissioned activities in 2027.

Those amounts represent budget planning made previously and do not by themselves guarantee how the cooperation will ultimately operate after the current arrangement ends.

The new 2027 budget could show whether funding levels, timelines or policy priorities have since been adjusted.

Aruba Projects Still Receiving TWO Support

TWO remains active in Aruba during 2026.

For example, the Government of Aruba signed an action plan in July for the HART refinery-terrain redevelopment project. Through the Landspakket framework, TWO is facilitating the deployment of Dutch specialists to assist Aruba through March 2027.

This illustrates why decisions concerning TWO’s future can have practical implications for projects already underway on the island.

Prinsjesdag Will Provide Greater Clarity

Until September 15, conclusions about cuts, increases or extensions remain premature.

The final published Kingdom Relations budget will make it possible to examine:

  • Funding allocated to TWO;
  • Resources for reforms in Aruba, Curaçao and Sint Maarten;
  • Changes to Kingdom cooperation programmes;
  • Possible new priorities for 2027;
  • Funding affecting Bonaire, Sint Eustatius and Saba through the BES Fund.

The Dutch 2027 Budget could therefore provide an important indication of how the Netherlands intends to continue its relationship with Aruba and the other Caribbean countries of the Kingdom after the current Landspakketten cooperation reaches its next major decision point.

For now, however, no new reduction, extension or additional financial commitment for Aruba can be confirmed until the 2027 budget is formally published on September 15.
