John Hart Seeks Update on Aruba Refinery Investigation

Aruba parliamentarian John Hart has asked the energy minister for a formal update on an independent investigation into events involving Refineria di Aruba from 2018 through 2025.

Hart, an AVP member of Parliament, sent an official letter asking what steps the government has taken to implement a motion approved by Parliament in August 2025. The motion called for a comprehensive, independent review of the refinery’s finances, operations and management during the seven-year period.

Aruba refinery investigation was given a three-month start

According to Hart’s account of the motion, the government was instructed to begin the investigation within three months and later submit the findings to Parliament. His new letter asks whether the review has formally started and what concrete action has been taken.

Hart also requested the names of any independent body or experts involved, an explanation for any delay, and a timetable for providing documents and final results to lawmakers.

Motion cited financial and operational concerns

The 2025 motion raised questions about the refinery company’s financial condition, operational management and the information available to Parliament. It referred to a projection presented in 2024 indicating annual losses of about 14 million florins for RDA and affiliated entities.

The motion also sought scrutiny of the 2020 termination of the government’s contract with former refinery operator Citgo, proposed investment and liquefied natural gas agreements, the condition of a former worker accommodation site and maintenance of refinery equipment.

Those points remain allegations and concerns set out in the parliamentary motion; the requested independent investigation is intended to establish a documented account of what occurred.

Hart asks government to report to Parliament

Hart said Parliament had approved a clear instruction and that the public should be informed about how the motion is being carried out. His letter asks the government to explain how public resources were managed and when lawmakers can expect the investigation’s conclusions.
