Aruba flag misuse is part of the context described by NoticiaCla for a Dutch bill aimed at Russia’s shadow fleet. Separate official Dutch sources confirm the proposal and a November 4, 2026 written committee-input deadline.
Proposal would expand Dutch enforcement powers
The Dutch government said on October 9 that it had sent an amendment to the Foreign Ships Act to the lower house. If adopted, it would allow action against falsely flagged shadow-fleet ships in the Dutch exclusive economic zone, including orders to proceed to an anchorage or port for inspection.
The proposal would also raise the maximum penalty for sailing under a false Kingdom flag to four years in prison. These are proposed powers and penalties, not a statement that the bill is already law.
November 4 entry concerns written committee work
The House of Representatives notice identifies November 4 as an inbreng verslag stage: the deadline for written committee input on the bill. It does not establish a plenary debate or a final vote that day.
NoticiaCla’s October 21 report links the issue to misuse of Aruba, Curaçao and Sint Maarten flags. The sources do not report a new interception in Aruba’s waters.
