Abusive Employers Should Be Blacklisted, Says Minister Arthur Dowers

Aruba’s Minister of Justice, Arthur Dowers, has stated that employers who abuse foreign workers should be placed on a blacklist, emphasizing the need for a fair balance between protecting workers and regulating work permits.

In an interview with DIARIO, Minister Dowers addressed ongoing concerns regarding cases where employers sponsor a foreign worker’s work permit, but later the worker seeks employment elsewhere due to poor or abusive working conditions. A common question among the public is whether workers should be legally bound to remain with their first employer for a minimum period, such as three years.

According to Minister Dowers, the issue requires careful investigation, as the situation is complex. He explained that some workers have reported being mistreated once their work permits are approved, with employers taking advantage of the fact that workers cannot easily change jobs or leave the company.

The Minister stressed that a balanced approach is necessary. He suggested that instead of placing restrictions solely on workers, authorities should consider identifying and blacklisting employers who repeatedly abuse their employees. Proper data collection and collaboration with the Department of Labor are essential to address the issue fairly and effectively.

Minister Dowers also noted that not all employers act unfairly, highlighting positive examples where workers expressed satisfaction with how they are treated. He concluded by stating that labor and immigration policies must reflect the realities within Aruba and adapt to the country’s social and economic conditions.
