On Friday morning, Aruba marked a historic milestone for the nation and especially for its teachers. The AVP-Futuro Cabinet and the unions SIMAR, SEPPA, and TOPA signed a declaration of intent and commitment for Phase 1 of the teachers’ salary restructuring.

The declaration comes after seven months of intensive work led by Minister of Education Gerlien Croes. Together with the Department of Education, DUO, DRH, and in consultation rounds with the Directorate of Finance and the unions, various studies and scenario calculations were completed.

Key Changes Approved by the Council of Ministers

  • Equalization of salaries for primary school teachers (scale D13) to secondary school teacher scale D34, effective January 1, 2026.
  • Harmonization of school leader allowances, setting all allowances at 25%, which will also be incorporated into their pension.
  • An accelerated adjustment trajectory for teachers retiring within three years, allowing them to receive the new salary equalization before retirement.
  • Salary increase of one additional period step for all employees within a teaching scale starting January 1, 2026.

Phase 2 Plans

Phase 2, also approved by the Council of Ministers, will focus on:

  • Simplifying the teachers’ salary structure.
  • Creating a compensation model linked to continuous professional development.
  • Reviewing the maximum age for salary growth.
  • Equalizing BRA scales and teaching scales through a new scale for classroom assistants.

Classroom assistants currently placed in teaching scales will also receive salary increases—approximately 98 assistants in total. Ongoing research for Phase 2 will consider classroom size, strengthened student/teacher support structures, professional development, and integrating 21st-century pedagogical and didactic models.

Improving the quality of education and fostering innovation are key components of a holistic strategic plan to elevate Aruba’s entire education system. Teachers’ salary restructuring is a crucial step in this long-term improvement plan. All measures will be formalized with the approval of the 2026 Budget.

For over 30 years, this type of restructuring has been discussed, and for the first time in Aruba’s educational history, Phase 1 is becoming a reality. Minister Gerlien Croes expressed deep appreciation to all teachers for their dedication through the years.

“Your effort is the foundation and soul of our country’s progress and development,” she said, offering thanks to everyone who contributed to this historic achievement.
