Minister of Justice, Mr. Drs. Arthur Dowers, has expanded on the presentation and possible introduction of electronic detention in Aruba through the use of electronic monitoring bracelets, commonly known as “ankle bands.”

During a meeting at Stichting Reclassering, several key points were discussed to determine whether this system would be applicable in Aruba.

Minister Dowers highlighted that the law will stipulate in which cases electronic monitoring will be possible, as well as who will be responsible for executing and supervising such a project. The initiative had been presented years ago during his previous term, but it was put on hold. Upon resuming his ministerial role, he reopened discussions with Stichting Reclassering, which has already delivered an initial presentation.

A partner from Curaçao was present to share their experiences and explain how the system works. Curaçao’s implementation showed that electronic monitoring can help reduce prison capacity issues, provide a safer and more humane alternative for youth offenders, and minimize additional trauma associated with imprisonment.

According to Minister Dowers, this system offers effective control and restrictions on individuals while ensuring greater safety for the community. The project, embedded within Aruba’s legal framework, also has the potential for future expansion. Based on current evaluations, it could be implemented in a relatively short period of time.

What remains pending is feedback from different stakeholders, defining the implementation period, determining which department will operate the system, and who will be responsible for placing the ankle bands. In Curaçao, this responsibility lies with the prison’s camera monitoring room. Minister Dowers indicated that Aruba also has its own monitoring facilities, but cooperation among departments such as CEA, KPA, and KIA will be evaluated to avoid overburdening any single unit that already faces staffing shortages.

Minister Arthur Dowers is convinced that introducing electronic monitoring will help reduce the pressure on Aruba’s correctional institution (KIA).
