E-LOFA Program Aruba Shows Positive Results and Ongoing Progress

Minister of Finance, Economic Affairs, and Primary Sector, Mr. Geoffrey Wever, informed the Parliament of Aruba about the positive results and ongoing progress of the E-LOFA program Aruba, a key initiative under the Landspakket Tema A Financieel Beheer framework. This program focuses on strengthening the government’s financial sector to ensure that Aruba remains “in control” of its public finances.

The first round of the basic digital module began on December 1, 2025, and concluded on March 6, 2026, marking an important transition from traditional formats to a modern, accessible digital platform via the Directie Financien. The results from the first round confirmed a direct impact, with 99 government employees participating out of a maximum of 100. Of these, 68 participants successfully completed the program. Additionally, to encourage high-quality performance, participants who achieved an 80% or higher result received a financial reward of Afl. 500.

The basic E-LOFA program Aruba module provides a comprehensive introduction to managing Aruba’s public finances, including financial legislation, the budget cycle, and the role of control institutions like CAD and ARA. The program is an essential tool for integrating new personnel and providing ongoing education for management advisors and financial officers, contributing to uniformity, efficiency, and discipline in government financial management.

“Digitalization of LOFA is not just a technological step, but a strategic investment in the continuity of knowledge and professionalization in the public sector,” said Minister Wever.

The government continues to build on this foundation, preparing for one of the two rounds of the basic module, allowing more employees to participate. The introduction of the first specialized module, “Wettelijk Kader,” will be added in the next phases, along with additional modules on management processes, the budget cycle, business operations, the 3 Lines Model, and Policy-Based Budgeting, further strengthening institutional capacity.

Minister Wever emphasized, “The results from the first round show a real commitment within our government apparatus to keep improving. We are not just talking about reform; we are implementing and achieving concrete results.”

The development of E-LOFA program Aruba directly aligns with the priorities of the AVP-FUTURO Governance Program 2025-2028, which emphasizes strengthening public finances, government modernization through digitalization and e-government, and improvements in efficiency, transparency, and good governance. The program represents concrete execution of the vision for a government based on knowledge, structure, and responsibility.

With E-LOFA program Aruba, Aruba continues to take firm steps toward a modern, reliable, and transparent financial system, where investment in knowledge translates into more responsible decision-making and a stronger economic future for all citizens. The government confirms that professionalization is not optional but an essential condition for Aruba’s sustainable progress.
