Deadline for submitting 2025 Personal Register and 2026 Personnel Needs extended to June 30, 2026

ORANJESTAD – Directie Arbeid en Onderzoek (DAO) reminds all companies of their legal obligation under the Arbeidsverordening 2013 (Labor Ordinance 2013) to submit the 2025 Personal Register and 2026 Personnel Needs. Starting in 2026, the submission of these documents will only be accepted via the digital LABORA portal.

Earlier in February, DAO published a detailed announcement in the media about the submission process for the 2025 Personal Register and 2026 Personnel Needs. This new press release informs that DAO is extending the deadline for submission to June 30, 2026.

EXTENSION OF DEADLINE

Originally, the deadline for updating employee data and personnel needs was set for March 31, 2026. However, with this new press release, DAO is extending the submission deadline to June 30, 2026. Companies must update their employee data through the LABORA portal. DAO will monitor compliance with labor laws, and companies that fail to comply or submit incorrect or incomplete information risk an administrative fine of up to AWG 5,000.

If using an intermediary, such as an administrative office, the legal obligation remains with the employer, not the intermediary.

Access and submission via the LABORA portal

Every company must have access to LABORA. If your company does not yet have access, please request it by sending an email to: aanvraagpr@gmail.com, simon.brete@aruba.gov.aw, or louisetty.croes@aruba.gov.aw. You can also download the necessary forms and instructions to request access via the website: www.daoaruba.com.

New data or changes can be submitted through the portal in three ways:

  1. Via the standard forms available in the portal’s menu, suitable for minor updates such as job titles, salary, or working hours for fewer than 10 employees.
  2. By uploading an Excel file for the first submission of employee data (Migratie – Eerste upload werknemersgegevens).
  3. By using an Excel file for multiple changes in employee data (Wijzigingen werknemersgegevens).

The formats for the Excel files and additional instructions are available on the website www.daoaruba.com.
