The average annual inflation rate over the most recent 24-month periods (November 2022–November 2023 and November 2024–November 2025) was 0.1 percent, reflecting a significant drop of 1.8 percentage points compared to the 1.9 percent recorded in the previous comparable periods.

During November, seven of the twelve CPI sectors recorded price decreases. The sectors with the largest impact on the overall CPI were Furniture (-1.4%), Clothing and Footwear (-4.7%), and Housing (-0.4%), contributing effects of -0.12, -0.10, and -0.10 percentage points, respectively. Price declines in the remaining sectors contributed an additional -0.02 percentage points.

These decreases were partially offset by price increases, mainly in the Transport (0.6%) and Communication (0.8%) sectors, each contributing 0.08 percentage points to the CPI. Increases in the remaining sectors added a combined effect of 0.10 percentage points.

The decline in the Furniture sector was mainly driven by price drops of 5.9 percent and 2.5 percent in the categories Tools and Equipment for Home and Garden and Household Appliances, each contributing -0.05 percentage points. The decrease in Clothing and Footwear was largely due to a 7.0 percent drop in clothing prices, contributing -0.12 percentage points. In the Housing sector, a 1.7 percent decline in Maintenance and Repair of Dwellings accounted for a -0.10 percentage point impact.

On the upside, the increase in the Transport sector was mainly caused by a 5.0 percent rise in Vehicle Purchases, contributing 0.22 percentage points, while the increase in Communication was driven by a 15.0 percent rise in Telephone and Fax Equipment, contributing 0.08 percentage points.

The CPI consumer basket consists of 408 goods and services. Compared to October 2025, 46.6 percent of these items recorded price increases, contributing 0.81 percentage points, while 38.0 percent experienced price decreases, contributing -0.89 percentage points. The remaining 15.4 percent showed no price change. Prices for goods (-0.1%) and services (-0.04%) both declined, contributing -0.06 and -0.02 percentage points, respectively.

Regarding core inflation (CPIC)—which excludes energy and food—the index recorded an increase of 0.9 percent in November 2025. The energy index, which includes electricity, water, gasoline, and diesel, fell by 3.9 percent, while the food index rose by 0.5 percent.
