ROPV investment reform should form part of a broader effort to remove planning barriers and revitalize Aruba’s urban centres, according to PPA parliamentarian Eduard Pieters.
Pieters points to stalled investment
Speaking in central Oranjestad, Pieters contrasted a deteriorating building with another property where local investors have spent millions of florins but, he said, still face obstacles to putting the investment to its intended use.
He argued that investors who complete legal due diligence and follow official procedures should not face prolonged uncertainty that could push capital elsewhere.
Proposal includes density and zoning review
Pieters called for an evaluation of the ROPV planning framework introduced in 2021. His proposals include allowing greater residential density in Oranjestad and San Nicolas, expanding options for vertical construction and reviewing zoning boundaries between inhabited and natural areas.
He also said Oranjestad revitalization should extend beyond Wilhelminastraat to infrastructure, housing, economic activity and other streets and neighbourhoods. These are policy proposals from Pieters; the source did not report that government had adopted them.
