A new Aruba UTV plan from Tour Operators Uni proposes GPS monitoring, clearly marked routes and speed limits as part of a broader framework for managing UTV and ATV activity.

GPS and speed limits form the core of the proposal

The organization submitted its proposal to the government with a general maximum speed of 40 kilometres per hour. On dirt roads through residential areas, the proposed limit would be 20 kilometres per hour.

The proposed “Nature Protocol” also calls for closing secondary tracks that lead into vulnerable areas, training guides and identifying authorized operators. Companies would be held responsible for environmental violations connected to their operations, with fines and sanctions increasing for repeated breaches.

Environmental measures include native-tree planting

Tour Operators Uni also proposes planting 250 native trees over three years, subject to ecological approval and cooperation with the Aruba Conservation Foundation. The organization is asking the government to support watering and care for the trees.

The plan follows a September 9 protocol between the government and several operators. That agreement established topics for consultation but did not decide which routes would remain open or closed. A more recent visit to Tera Cora with Minister René Herdé and the Department of Nature and Environment was also exploratory.

The organization supports regulated use of existing dirt roads while acknowledging effects such as dust, noise and traffic. It has kept open an invitation for dialogue with Aruba Birdlife Conservation. The government has not yet said whether it will accept the proposal, and its legal and ecological feasibility still has to be assessed.
