Aruba E-Begrotingssysteem implementation advances public finance digitalization

ORANJESTAD (AAN): The Aruba E-Begrotingssysteem implementation marks a major step forward in the digital transformation of public finances, as announced by Minister of Finance Geoffrey Wever.

This initiative is part of the Landspakket Theme A Financial Management, aimed at ensuring Aruba operates as a government “in control” with stronger, more transparent, and efficient financial management systems.

On January 13, 2026, the Council of Ministers approved the full digitalization of the budgeting process, including preparation and modifications. Following this decision, the government initiated funding procedures, securing a subsidy of €174,100 from TWO-Netherlands to support implementation in 2026.

The Aruba E-Begrotingssysteem implementation introduces a robust digital infrastructure that will transform how the government plans, executes, and monitors financial resources. The system will align public management goals with actual spending, ensuring that every budget decision leads to measurable outcomes for the community.

It will also standardize financial processes across ministries and departments, improving transparency, accountability, and consistency in public finance operations. Additionally, it will allow for a more efficient budget cycle and stronger reporting to Parliament and citizens.

Implementation will take place in phases. The first half of 2026 will focus on training staff within the Directorate of Finance and partial system use for the 2026 budget. The second half will involve full platform development, aiming for complete operation across all ministries by the 2028 budget cycle.

Minister Wever emphasized that the Aruba E-Begrotingssysteem implementation is not just a technical upgrade but a structural reform to strengthen trust in government. He highlighted that transparency, control, and accountability are central to ensuring that every public fund is used effectively.

This initiative aligns with the AVP-FUTURO Government Program 2025–2028, reinforcing priorities such as e-government, financial discipline, and sustainable economic development.

With this step, Aruba continues to move toward a more digital, efficient, and accountable government system, laying a strong foundation for long-term economic growth and public confidence.
