Minister Dowers Explores Structural, Sustainable Solutions

Minister Dowers Explores Structural and Sustainable Solutions for the addiction crisis in Aruba with a working visit to Stichting Hunto in Sero Colorado.

On Thursday morning, Minister of Justice Drs. Arthur Dowers continued his efforts to address the alarming issue of addiction and street-based substance use that has grown in recent years. As part of this initiative, he visited Stichting Hunto, a local rehabilitation center.

During the visit, the minister toured the facility and met with staff dedicated to guiding individuals toward recovery. Stichting Hunto has the capacity to treat up to 40 individuals and employs 10 specialists responsible for supervision and support. Currently, the center is caring for 10 clients, including 7 men and 3 women.

In the past, individual rehabilitation programs typically lasted between 8 and 11 months. Today, the center collaborates with professional psychologists who assess each client and determine when they are ready to leave the program. Clients deemed ready are also connected with aftercare services, including ongoing psychological support and a relapse prevention plan with contact numbers to call if needed.

Stichting Hunto’s program is more than just a daily routine — it offers structured activities designed to keep clients focused and disciplined. Each person has specific responsibilities, including tasks like personal laundry, maintaining cleanliness in shared spaces, and participating in individual and group therapy sessions. On weekends, family visits are encouraged, recognizing the importance of familial support in the recovery process.

Minister Dowers expressed his admiration for the state of the facility, the comprehensive programs offered, and, especially, the commitment and expertise of the staff. Some employees shared that they themselves had experienced profound life changes in the past and now use their personal experiences to help others on their journey to recovery.

The addiction problem is a national challenge that requires an integrated and sustainable approach. According to Minister Dowers, this situation demands firm action and strong coordination between law enforcement and serious rehabilitation efforts to effectively help those struggling with addiction.

The Ministry of Justice will continue to strengthen collaboration with relevant institutions to create an integrated and sustainable strategy in Aruba’s efforts to combat addiction.
