## HOH ImSan Merger Debate Resurfaces
ORANJESTAD (AAN) – Recent comments by Horacio Oduber Hospital (HOH) CEO Jacco Vroegop regarding a potential HOH ImSan merger have prompted a response regarding the organization of healthcare in Aruba. Vroegop referred to the need for a merger as a “pink elephant,” arguing that patient care optimization requires ImSan to fall under HOH management.
### Parliament’s Decision on HOH ImSan Merger
Critics note that the structure of healthcare was already debated in Parliament. In March 2022, Parliament unanimously decided against an HOH ImSan merger, opting instead for intensive collaboration between the two institutions. They argue that presenting the merger as a new necessity ignores this democratic decision and disrespects the authority of Parliament. Furthermore, under Aruban law, ImSan is recognized as a hospital, countering claims that it would be classified merely as an independent treatment center under Dutch standards.
### Collaboration Progress Without HOH ImSan Merger
Concerns have been raised regarding the leadership at ImSan following the passing of director Dr. Joel Rajnherc. Stability is viewed as essential for the institution’s continued progress. Meanwhile, the current collaboration model is cited as effective. Through Memoranda of Understanding, both hospitals now share medical data and radiology images, improving efficiency and reducing duplicate testing.
ImSan has rapidly developed various departments, including ophthalmology, radiotherapy, and dialysis. It is the only hospital in the Dutch Caribbean accredited by the Joint Commission International (JCI). These developments have reportedly reduced patient referrals abroad and AZV costs. Critics of the merger proposal suggest that international experience often shows mergers do not reduce costs and can create organizational inefficiencies.
