Minister Geoffrey Wever Confirms 2025 Revenues Are Higher Than in 2024AZV, ATA, and SVb Revenues Also Increased

Minister of Finance Geoffrey Wever has provided an update on the execution of Aruba’s 2025 national budget for the period of July to September 2025. Every quarter, the Department of Finance compiles the “Uitvoeringsrapportage,” based on preliminary figures from the Central Administration and the revenues received by collective sector entities such as AZV, SVb, ATA, Serlimar, Stichting EPB, and the University of Aruba.

From January to September 2025, Aruba generated 1.520 billion Florins in revenue, representing 81% of the total 2025 budget. Government expenditures during this period totaled 1.222 billion Florins, equal to 68% of the annual budget. Aruba also paid 405 million Florins in debt and 194 million Florins in interest between January and September.

Of the total revenue:

  • 521 million Florins (34%) came from Direct Taxes
  • 664 million Florins (44%) came from Indirect Taxes
  • The remainder came from other income streams

Compared to the same period in 2024, Direct Tax collections increased by 8 million Florins, while Indirect Taxes grew by 50 million Florins.

Indicators of Economic Growth

Revenues from BBO and Import Duties also showed notable increases.

  • BBO generated 323 million Florins (27 million more than in 2024)
  • Import Duties generated 188 million Florins (20 million more than in 2024)

These increases are viewed as positive indicators of Aruba’s economic performance and its impact on government revenue.

Revenues for AZV, ATA, and SVb from January to September 2025 amounted to 823 million Florins, compared to 770 million Florins during the same period in 2024—an increase of 53 million Florins, further reflecting economic growth.

Government Spending Overview

During the first three quarters of 2025, government spending totaled 1.193 billion Florins, including:

  • 377 million Florins on personnel costs (74% of the personnel budget for 2025)
  • 147 million Florins on goods and services (68% of the annual budget)
  • 194 million Florins on interest payments (64% of the annual interest budget)

Compliance with CAft Requirements

As required by law, the College Aruba Financieel Toezicht (CAft) must receive the quarterly execution report within six weeks. Minister Wever confirmed that the Government of Aruba submitted the Q3 2025 report on time, just as it did for Q2.

He expressed his appreciation to the Department of Finance for preparing and delivering the report in accordance with legal requirements. In the interest of transparency, the Aruban Parliament has also received the Q3 execution report.
